Blow dry hair with a good quality mousse or hair gel. Slightly twist hair before rolling with hot rollers. (Velcro rollers give more volume and less of the definition you want) Spray hair with hair spray. Leave till cool, unroll slowly, finger comb, shake.

It takes a lot of skill to use the velcro rollers properly, and it's really hard to reach the back of your head. That's what hairdressers (usually) use to create that look, though.

Get a wide-barrelled curling iron, pin up your hair in sections, and curl about one inch wide pieces at a time. Spritz each curl with some light or medium hold hairspray as you go.
